This means that the export toy enterprises or their consignor and agent may apply for export procedures to the customs without further holding the "customs clearance form" issued by the inspection and quarantine authorities. Insiders believe that this is good for our toys, stroller, children safety seat and other related production enterprises, will stimulate the production increase; the other part is cautious, that the new era of growth in volume will enter a "mighty wave crashing on a sandy shore".

China is the largest producer and exporter of toys in the world. More than 2/3 of the toy products in the global market come from china. China's toy exports have increased for 5 consecutive years, and the national export toys increased from 12 billion 620 million US dollars in 2011 to US $21 billion 640 million in 2015, with an average annual growth rate of 14.3%. However, China's export toys have been repeatedly notified abroad, or not allowed to sell, or take measures such as withholding, causing export enterprises suffered losses. In the first half of 2016, the number of children's products exported to Europe and America was notified, the quantity in the export consumer goods bulletin is the most, a total of 274, accounting for 50.37%, of which toys accounted for about 75%. As the industry threshold is low, the number of small and micro enterprises is large, plus the safety sensitivity of toys caused by foreign technical barriers to trade more, China's exports of toys has become a major disaster notified by the European union. To this end, experts remind relevant enterprises, should enhance their quality assurance capabilities and risk prevention and control awareness, avoid export quality problems caused by losses. First of all, we must improve the awareness of risk prevention and master the leading position of technical trade measures. The relevant enterprises should strengthen the EU toy product quality and safety technical regulations and standards, in accordance with the EU standards and requirements of production, focus on raw materials of chemical hazards, small parts and other projects, through strengthening the research and development capabilities, to create its own brand, and gradually master the toy export sales rights, development rights, trademark right, and then by passive barriers to take the initiative to deal with the barriers.

Secondly, we must speed up the transformation and upgrading of products, improve product quality awareness. On the one hand, enterprises will increase investment in technology and innovation, use new environmentally friendly, safe and non-toxic raw materials to replace raw materials that may cause harm to humans, and reduce the chemical hazards of toys. On the other hand, enterprises need to improve the quality management system, improve quality control capabilities, from the source to ensure product quality and safety.

At the same time, we must strengthen the communication with the inspection and quarantine departments to form a technical force. Toy enterprises should send new products and new materials to the inspection and quarantine laboratories to reduce the quality risk. At the same time, the use of inspection and quarantine in the technical barriers to trade information advantages, the establishment of monitoring and early warning mechanism, from the source to avoid export risks.
